I recently returned from a trip to the UK and Geneva where I was able to share and discuss the findings from our impact evaluation on the Lebanon winter cash-assistance program. The findings from the study were overwhelmingly positive — recipients used cash for meeting basic needs, such as food, water and heating supplies, with no indication of spending on “vice goods”.
