The Syrian refugee response, particularly in Lebanon and Jordan, has forced a reckoning for the international community in terms of how we respond to an urban refugee crisis. Adapting the traditional humanitarian response to an urban context requires a paradigm shift, but as Lebanon and Jordan demonstrate, one that has not yet been fully made. IRC’s annual Ditchley Park Policy Conference, ‘The Future of an Urban Response to Humanitarian Needs’, examined how we can make that shift effectively.
