NAIROBI, Kenya—The International Rescue Committee is scaling up its emergency response in South Sudan as the United Nations raises its emergency response to Level Three, only the third crisis in the world to receive this designation. Syria and the Central African Republic remain the other countries in dire need of humanitarian assistance.
